Published: Thursday, December 6, 2012

Leading public sector law firm Trowers & Hamlins has advised Barnet Council on its latest project, known as the New Support and Customer Services Organisation (NSCSO), as part of the borough's groundbreaking One Barnet

The One Barnet initiative is the council’s overarching strategic change programme, which aims to ensure that the council can continue to provide the highest quality services for the community, while at the same time improving efficiency and securing investment into front-line services.

The NSCSO project, which forms one element of the One Barnet initiative, aims to significantly improve customer and support services to residents in Barnet whilst securing long-term savings. The project includes estates, finance and payroll, human resources, IT infrastructure and support, corporate procurement, revenues and benefits, and customer and support services.

Council officers have recommended that Capita be selected as the preferred bidder for the project and take over the running of the council's NSCSO services in a contract worth approximately £320m over 10 years. The full recommendation and business case will be reviewed by the Council on 6 December.

Amardeep Gill, Partner at Trowers & Hamlins who led legal negotiations on the NSCSO project, commented: "We are delighted to have advised on yet another significant element of the One Barnet initiative.

"The recommendation of Capita as the preferred bidder for NSCSO is a significant milestone and has been the result of months of detailed discussions and negotiations. The NSCSO project will help ensure that services in Barnet are widely available and accessible to all residents and that the latest technologies are employed to improve services. In addition, the project will secure substantial cost savings amounting to over £120m. We welcome the opportunity to be at the forefront of such a pioneering project, and we look forward to continuing to work with Barnet Council on the other elements of the One Barnet initiative."

The Trowers & Hamlins team that advised Barnet Council on the NSCSO project includes Amardeep Gill, Alexander Rosenthal, Helen Randall, Pamela Holt, Lucy James, Paul Hopton, Martin McFall, Laura Welchew, Colin Murray, Nicola Ihnatowicz, Olivia Carter, Jennifer McDonald, Adrian Jones, Louis Sebastian, Ramzi Noursi, Andrew Slucky and Youssef Boulos.

Helen Randall, Head of Public Sector Commercial at Trowers & Hamlins, added: "The NSCSO project is a key step connecting our work for Barnet on their shared legal services, adult social care company, and parking and housing management initiatives, and is groundbreaking in terms of establishing a successful commissioning council model in these austere times."
