Sicard received a law degree from the University Pedro Henriquez Ureña (UNPHU) in 1990, Cum Laude. She obtained in 1992 a Masters in International Business Law with a focus on International Business (graduated with merit) from Queen Mary and Westfield College, University of London, England. She obtained her license to practice law in the Dominican courts in 1993.
