Alexia‘s practice is focused on public law, including administration law, constitutional law and legislation drafting. Since May 2004 when the Tenders Review Authority (TRA) was established in Cyprus, following an obligation due to the accession of Cyprus to the European Union, Alexia has focused her practice almost entirely in the field of public procurement law and was actually the first lawyer in Cyprus to bring a case before the TRA.
In the past twelve years Alexia has handled many cases before the TRA acting in many of them on behalf of some of the major construction companies of the island, on behalf of international and local pharmaceutical companies, international and local information technology companies etc. Alexia has also defended semi-governmental organizations such as the Cyprus Ports Authority and the Limassol Sewerage Board in cases before the TRA.
Amongst many cases, Alexia has successfully handled some of the county’s leading public procurement cases including the public transportation services where she acted on behalf of the majority of public transportation companies against the State, the Cyprus Ports Authority information system for the portal community project where she acted on behalf of the Contracting Authority in a series of cases brought up at different stages of the tender procedure, and the cases of the exclusion of major construction companies from public contracts on the grounds of grave professional misconduct where she acted on behalf of two of the three construction companies against the State and which are deemed to be of great importance from a legal perspective and for the public interest in general. Alexia has also been involved in the past in the €650 million upgrade of the country’s airports, the Marinas BOT projects, the construction of Motorways and the Desalination Projects on the island.
Alexia’s expertise in public procurement law covers all stages of the tender procedure and it includes review of tender documents, drafting of tender documents on behalf of contracting authorities and advice at the early stage of the tender submission and tender evaluation. Alexia has also extensive experience in handling cases before the Supreme Court of Cyprus both at first and last instance in the field of public law in general and public procurement law in specific.
In 2010 Alexia was accepted as a member of the United Kingdom Procurement Lawyers Association. She has attended many European conferences on public procurement law and she is the author of legal publications in English and local magazines on public procurement law. Alexia speaks fluently Greek, English and German, and she has fair knowledge of French.
